Thank you for staying engaged with Fairfield City Council’s activities and decisions – I truly appreciate you! Here is a recap of the City Council’s decisions at recent City Council Meetings.
May 20, 2026 Closed Session Quo Warranto Investigation (Mayor Moy’s Residency)
The City Council scheduled this Special City Council “Closed Session” Meeting for the Quo Warranto examination regarding whether Fairfield Mayor Catherine Moy legally resides in the City of Fairfield – and potentially to determine whether the Mayor’s office should be deemed vacant for failing to reside in the City of Fairfield. This important Meeting was set to be held behind doors and away from public scrutiny.
During the Meeting, I cited and discussed legal precedent from the California Court of Appeals, which lays out the legal and evidentiary standards for the Fairfield City Council to make Quo Warranto determinations. The bottom line is this – I pressed the point that these kinds of decisions should not be made behind closed doors – and that overturning a Citywide Mayoral election should require and involve more than just City Council Members, who (I believe) are ill-equipped to make such decisions standing alone.
On my Motion, the Fairfield City Council’s Quo Warranto examination will be held – in Open Session – for all voters to see and attend – on Tuesday June 9, 2026 at 5pm in Council Chambers (1000 Webster Street).

MAY 5, 2025 CITY COUNCIL MEETING - LLMD UPDATE
In Closed Session, a majority of Fairfield City Council Members voted to issue LLMD refunds to 8 LLMDs, as a result of the Thacker decision. I HAVE REQUESTED THAT CITY STAFF INVESTIGATE WHETHER RANCHO SOLANO RESIDENTS ARE ALSO ENTITLED TO LLMD REFUNDS. For now, the 8 LLMDs eligible for refunds are as follows:
LLMD No. 1 (Gateway);
LLMD No. 3 (Waterman Heights);
LLMD No. 6 (Peppertree Drive);
LLMD No. 7 (Rolling Hills);
LLMD No. 8 (Kolob);
LLMD No. 11 (Paradise Valley)
LLMD No. 12 (Downtown Business District); and
LLMD No. 13 (North Cordelia).
The LLMD refunds will be issued via two pathways:
1. Automatic Refunds
The City of Fairfield will issue automatic partial refunds (application is not required) to eligible residents in the 8 LLMDs – for the previous 4-year period (due to the 4-year Statute of Limitations for such claims). The automatic refund is partial, in that the refund amounts will be limited to the difference between the current assessed LLMD rate (for tax years 2025-2026) and the 1996 (pre-Proposition 218) rate.
For instance, if your current LLMD rate is $300 and your 1996 rate was 200, then the refund amount will be $100 x 4 years = $400 refund.
Again, residents are not required to apply for the automatic refunds – the City will issue the refunds automatically and without an application requirement.
2. Application Refunds
If residents in the 8 LLMDs want full refunds assessed for the prior 4 years (i.e., not limited to the difference between the current 2025-2026 rate and 1996 rate), then such residents must apply with the City of Fairfield for the full refund amount.
For instance, if your total LLMD assessment for the past for years is $800, and you received a $400 automatic refund (as explained above), then you need to apply for the additional $400 to receive a full refund.
If you have already applied for a full LLMD refund, you are not required to submit another application. The City of Fairfield will process your previously submitted application for a full LLMD refund.
If you have not yet applied for a full LLMD refund, then you may want to consider submitting an application after the City of Fairfield has simplified the application process. The City Council has directed staff to simplify the LLMD application process – immediately.
The Vice-Mayor’s Vote On LLMD Refunds
I voted against the partial LLMD refunds approach. Instead, I voted to issue full, automatic refunds, in good faith, to eligible residents in the 8 LLMDs. Unfortunately, my vote was in the minority. I believe that issuing automatic, full LLMD refunds, in light of the Thacker case, would help to rebuild our taxpayer’s trust in our local Fairfield government. Many Fairfield residents have shared with me, directly, their loss of confidence and trust in local government, particularly due to the LLMD refunds issue – and the Vista Ridge Project.

Update on the Vista Ridge Project
At the April 21, 2026 Fairfield City Council Meeting, I requested that the City Council reconsider the November 2025 vote to approve the Vista Ridge Project – due to the recent discovery of new information regarding Vista Ridge (including the February 2026 Vista Ridge Appraisal), which was not presented (or even disclosed) to the City Council in November 2025. I believe that any information relevant to the Vista Ridge Project should have been presented to the entire City Council – and the taxpayers (the City Council’s bosses) – before a final vote on this controversial Vista Ridge Project.
Mayor Moy indicated that she will agendize my request for reconsideration of the Vista Ridge Project at a City Council Meeting in the near future. In the meantime, I encourage you to contact each Fairfield City Council Member – to let us know your thoughts on the City Council’s reconsideration of the November 2025 vote to approve the Vista Ridge Project!
