ABOUT PAM BERTANI
Vice-Mayor Pam Bertani is a tax and intellectual property lawyer and litigator, and an Oakland, California native. She is a Cal Berkeley graduate with a degree in Microbiology and Immunology and has a Doctorate in Law from the Arizona State University College of Law.
Pam’s law practice experience includes resolving complex tax law matters, as well as prosecuting and litigating intellectual property-related matters, primarily involving patent, trademark, copyright law, and trade secret law. As a former research immunologist at Bayer Pharmaceuticals in Berkeley, Pam designed and conducted test protocols to evaluate pharmaceutical product constituents, and has analyzed epidemiological trends involving product liability litigation.
Pam is a gubernatorial appointee to the California Commission on Uniform State Laws and the Uniform Law Commission. As a Uniform Law Commissioner, Pam assists in drafting uniform legislation and testifying before the State Legislature in Sacramento to facilitate the adoption and implementation of uniform laws. In 2009, Pam was appointed to the Fairfield Community Resources Commission and served in that capacity for two years. Pam was elected to the Fairfield City Council in November 2011, 2016, and 2020. City Council selected her as Vice-Mayor in 2018, and again in 2022. Pam currently serves as Fairfield’s Vice-Mayor.
Pam has two fantastic children, Tyler and Dylan. Tyler is an accomplished Bay Area recording artist, and Dylan is currently a teacher and football coach at Rodriguez High School.

Below is the link to the Fairfield City Council Closed Session Meeting tomorrow (Tuesday March 17, 2026) beginning at 5pm. The Closed Session Agenda includes Agenda Item F.4 "Conference With Legal Counsel - Anticipated Litigation ... Review and Legal Analysis of Citizen Requests for Refunds Regarding Landscape, Lighting and Maintenance Districts" (LLMDs).

I encourage residents to join the Closed Session Meeting during the Public Comment period and weigh-in on the City Council's policy discussion regarding how the City of Fairfield should issue LLMD refunds in light of the Thacker case.
Residents can also attend the 6pm Regular City Council Meeting in Council Chambers and discuss their concerns and ideas regarding the LLMD Refunds (and any other issues that they want to raise with the City Council in Open Session).
