IMPORTANT DISCUSSION ABOUT LANDSCAPE, LIGHTING & MAINTENANCE DISTRICTS (LLMDS)

On Tuesday March 17, 2026 in Closed Session I requested that we move the LLMD Refund issues out of Closed Session into an open discussion before the public in a regular City Council Meeting - and that's what we're going to do!  These issues should not be decided behind closed doors.

The LLMD discussion will take place at the April 21, 2026 City Council Meeting, beginning at 6pm.  We will discuss primarily two issues:

  1. The City's procedure for issuing LLMD refunds (and the amount of the refunds) in light of the Thacker case; and

  2. Whether the City should preserve and maintain the LLMDs OR dissolve all existing LLMDs in light of the Thacker case, which necessitates a discussion about the level of future City maintenance services without the LLMDs in place.

These are issues that the public must weigh-in on.  The City Council should not be making such important decisions behind closed doors - without input and guidance from our residents.

I encourage STRONG public attendance at the April 21, 2026 City Council Meeting.  Let's get this done.
